Sadly, if you live in New Mexico, you're no stranger to the tragedy of our dog and cat overpopulation crisis. But we could solve this problem if families could afford and access spay/neuter services for their animals.
House Bill 64, introduced by Rep. Carl Trujillo (D-Santa Fe), Rep. Debbie Rodella (D-Española) & Rep. Joanne Ferrary (D-Las Cruces), would enact a modest additional fee paid by dog and cat food manufacturers selling their products in New Mexico, which will go toward providing desperately needed low-cost spay/neuter services across the state.
House Bill 64 passed the legislature with bipartisan support, approved by the House of Representatives by a 48-19 vote and the Senate by a 30-4 vote. A mirror bill introduced by Sen. Gay Kernan (R-Hobbs), Senate Bill 51, also made it through most of the legislative process with significant support.
Why the fee increase? Because it's proven to work in other states to reduce homeless animals and shelter pet euthanasia—while having little to no impact on consumers, retailers, and the pet food industry. And after just three years, one state decreased its euthanasia rate by 29%!
It's time to put a stop to the perpetual waste of tax dollars and animals' lives. New Mexico cannot rescue and euthanize its way out of our pet overpopulation problem—we need to address it head-on with an aggressive statewide spay/neuter program, and we need adequate and reliable funding to be successful.
